One cannot help but wonder who raised the person answering the phone. This phone number is very similar to another one that I occasionally call, and getting the wrong number can happen to anyone, as it unfortunately happenned to me. If this is a restaurant, being greeted without a "Hello" but by a charming, "WHO'S CALLING?" then calling again to gently make a point, and being immediately greeted with a lecture, is a very interesting business practice and says a lot about customer service. Never mind the food.
